DECENTRALISATION!

AMBAZONIA will continue to win the hearts and minds of many Anglophones. Call it a virtual republic, call it a facebook republic, call it a phantom republic or what you may, Day after day there is one more reason to justify the Ambazonia struggle. Most recent was the Bamenda prison ordeal where the prison administration asked a visitor to get clearance from [la plus haute hierarchie] in Yaounde before they can visit Anglophone detainees at a time when Pharaoh Ramses is preaching Decentralization.

It was Biya himself who made a speech in Bamenda congress hall in 1985, promising that Anglophones will no longer travel to Yaoundé to follow dossiers in Ministries, 36 years later where are we today? Did he keep his promise? How many of our parents have died without ever receiving their pensions because they dont know the road to Yaoundé nor do they know someone in the ministry in Yaoundé who can be bribed to follow it up. Even when they know the road to Yaoundé, they find it hard to manipulate the tortuous bureaucratic maze in the ministries, nor do they know how to speak French.

How did the so called Decentralization come about? When the 1994 constitutional consultative talks failed woefully to cater for the interests of Anglophones, that lead to FONCHA, MUNA, MUNZU, ANYANGWE throwing the towel and walking out of the talks, JOSEPH OWONA of the ESSINGAN cult hijacked the talks and tailored the moronic 1996 constitution that not only made Pharaoh Ramses the life President but also made him the God of Cameroon. The walk out of Anglophone leaders is what galvanized support for the creation of the SCNC.

The Owona lead Constitution was tailored to include, the creation of Autonomous Regions and the election of Regional Authorities to replace [les grands administrateurs] from ENAM and the empowerment of Municipal Authorities through pseudo-decentralization of the Yaoundé bureaucracy. Also included were the SENATE, CONSTITUTIONAL COUNCIL and others.
The pseudo-Decentralization move was yet another trump card that the Yaoundé regime used to once again hoodwink Anglophones into this fake union. The 1996 Constitution that looked more like a primary school kids prose was masterminded by JOSEPH OWONA, a person who has openly displayed his disgust for Anglophones [LES BIAFRES] in the likes of ANZE TSOUNGUI, EMMA BASIL and others from his kin. [institutions of state will be put in place progressively..there shall be an Economic and Social Council] Those who knew OWONA at the University of Yaoundé or in other schools where he lectured will attest to this. Owona has never hidden his disgust for Anglophones and he has openly expressed his xenophobia and anti-Semitism against them. It is in record that Owona threatened BETI secession if Anglophones ever got a Federation. Today the same Owona and co champion the One and Indivisible infamy. Following the pattern of the same blood line, his son, OWONA NGUINI has followed suit on TV in a more virulent and vitriolic stance, openly calling on Pharaoh Ramses to exterminate Anglophones for peace to reign in the geo-political accident called Cameroon. These are all people who have never made a name anywhere in their lives. The only time we heard their names is when they were appointed by their champion, Pharaoh Ramses. The only distinguishing factor perhaps is the fact that a university was created in their village and they had easy access to school than with other children/students.

By the way, what Decentralization are we talking about?

When yaounde breathes, the whole country respires.
Yaounde will never decentralize the above. Who says that colonial regimes Decentralize in the first place, when the sole objective of such regimes is to dominate, to subjugate and to pilfer the resources of the colony.

22 years later (as at January 2018) and in the wake of yet another Anglophone uprising, Pharaoh Ramses invokes Decentralization as a solution to the Anglophone problem. If the pseudo decentralization couldnt calm the hearts of Anglophones 22 years ago then only A FOOL will believe that it will be the magic wand to make the problem disappear when even the grass root uneducated population has become more enlightened and radicalized on all the injustices that the Anglophones have suffered for close to sixty (60) years now.

The so called Decentralization is just in name, meant to suit the whims and caprices of pharaoh Ramses and to keep his government in power. After all, the almighty pharaoh runs the country like his private estate and he is above all the laws and above all the institutions of the land, LRC is among the few countries in the world where the President appoints and dismisses SENATORS. How do we expect the Legislative Arm to be Independent enough to control Government action when the President can extend or abridge Legislative Mandates, bypass the Assembly and rule by Decrees, declare a State of Siege, a State of Emergency or even declare War (war against BOKO HARAM, war against ANGLOPHONE SEPARATISTS) without the approval of the Assembly? This isnt news to anyone.

As the grand master of the Machiavellian game, Pharaoh Ramses Decentralizes, he acts like the devil, giving with the left hand and taking with the right hand. He appoints his puppets to those posts so as to serve the interests of their Yaoundé champion, as opposed to serving the interests of the masses. It’s not a secret that Elections are highly flawed and the people who run most councils are puppets of the regime. When the opposition wins a Municipality, pharaoh Ramses appoints a Government Delegate, to ensure that Yaoundé retains control as usual. NNOKO MBELLE lost elections woefully in KUMBA yet he was made Government Delegate in the same municipality, lauding it over the person who won the mandate of the people. I first stepped foot in the Kumba park in august 1997 en route to Nigeria via Mamfe, 20 years later, Kumba park remains distinct, even worse than it was then. At that time, the three big agencies, TCHATCHO, ALI BABA, and MONDIAL loaded passengers there and it was lively. When they finally procured their own parks in central town, Kumba park returned to its eye sore mode and it is the same till date. Mile 1 park in Mbonge road leaves much to be desired, while the Mamfe Park up Fiango leaves you with lots of regrets. The Kumba rail station up Fiango champions unashamed dilapidation. All these are happening in a City Council.
Decentralization is simply a ploy to pump money into the Councils for the Mayors, the Administrative Authorities and their Yaoundé masters to share among themselves with no meaningful development on the ground.

Is Bamenda any different? What has NDUMU VINCENT done to alleviate the porous roads therein? How reliable is the Bamenda water supply?
When MANCHO BBC demonstrated against the bad roads, the poor water and electricity supply, he was arrested and charged with terrorism, only for Pharaoh to turnaround one year later to mention in his New Year address that the Government will lay emphasis on social sectors like, water, electricity and good roads, what MANCHO said 14 months earlier. So why is MANCHO in prison, for speaking the truth? PUBLIC WORKS had among the hugest budgets in 2017. Anyone should tell me how many new roads were created or maintained in his locality. I saw some hungry looking francophones using toilet brushes to spread gravel and engine oil on the SANTA stretch of road in the name of tarring, I dont know about your area.Truth in this cursed land has become subjective, when it comes from certain people it is a taboo/crime.In Buea, even the street lights have gone dead for months now because the Council cannot pay its dues. The contractor who refurbished those lamps prior to BIYAs visit claims not to have been paid by the council till date.

Examples of similarly Decentralized institutions abound:

A perfect example being the Anglo-Saxon university that does not follow Anglo-Saxon tenets. Ramses appoints a VC who lords it over the Senate, when the tenets of such a university accentuate the supremacy of the Senate over the VC, the VC isnt elected but is appointed, to lord it over the Senate and to pay allegiance to the one who appointed him/her.

Another example being the GCE Board, yet another puppet institution that serves only the interests of the grand masters in Yaoundé. Yaounde sends at least 1.5 billion in subvention to the GCE BOARD every year; not including the hundreds of millions that are collected as examination dues every year, yet, teachers are not paid thee peanuts owed them. Every year teachers must threaten to go on strike before their dues can be paid. Most of the staff is government employed teachers with salaries that are paid by Yaoundé. Even when the exam was converted to multiple choice and marked by computer so as to limit the money paid to teachers, teachers are still not paid. If 100,000 students register the GCE in a year at a flat rate of 5,000 FRS, we have 500 million CFA. This does not include other sources of revenue like money paid to collect certificates, money paid to retrieve lost results and other sources.
So where does the GCE Board money go to? The REGISTRAR takes the money, shares it with regional heads and with their Yaoundé masters and the game is played on, while teachers remain unpaid.

Decentralization is only in name. Names were changed from PROVINCES to REGIONS but the Colonial Administrators still manage affairs there in. With the 2018 elections nearby, Pharaoh Ramses will likely cook up something like the Constitutional Council where he will be the invisible hand manipulating it, while a few puppets; sex slaves, old girl friends and friends of the grand lounges of the Rose Cross and Freemasonic orders will be appointed and allocated a huge budget to continue to dupe the masses of a better life when the reverse is true. This is the same old trick Pharaoh has used over the years with nothing concrete on the ground. At the eve of elections, Pharaoh creates professional schools in Bertoua and Maroua in the middle of the academic year and as usual, he expects the masses to fall for such cheap stuff

To what extent has the implementation of the SENATE bettered the lives of the common man?
What real power do Mayors have when their salaries are being decided and paid by Pharaoh Ramses and the Mayors sent a motion of support to the Pharaoh for granting them monthly salaries, in the same way he did for the chiefs and they acted in like manner?
The government talks of Decentralization yet council royalties from forestry, additional council taxes, petroleum and other mining royalties are centralized in Yaoundé ( FEICOM, ANAFOR) then redistributed to the Councils, following the whims of Yaoundé. Mayors have to go on their knees before royalties are sent to their councils with frightful delays.
Even the so called local projects are directed by Yaoundé.

At the beginning of the current crisis, it was MINATD who said that Decentralization is not the solution to the Anglophone problem and guess what. He was right;

Decentralization wont reverse the 1961 Foumban Fraud

Decentralization wont reverse the 1972 Ahidjo Fraud of a Referendum

Decentralization wont reverse the 1985 Biya fraud of change of name and change of flag

Decentralization wont restore our identity as Anglophones nor will it restore our statehood.

Decentralization won’t reverse the fact that we are a captured people, a people deprived of their history and identity as English speaking Cameroonians.

Today, RENE SADI makes a surprise turn around to tell us that 80% of the competences have been transferred to the councils.

All these have been calculated moves to systematically erode the Anglophone identity, to erase the fact that there are TWO IDENTITIES, TWO CAMEROONS, reason why there old flag had TWO STARS, signifying two peoples.
The French and the both colonial regimes of AHIDJO and BIYA have systematically sought to eradicate the Anglophone culture and completely assimilate Anglophones, thereby turning Cameroon into a French country by 2035. This has been the ploy all along.

In the wake of the current Anglophone uprising, Pharaoh Ramses created the BAMENDA INDUSTRIAL ZONE on paper of cause. It had to take a crisis before thinking of creating an imaginary industrial zone. The big cities Yaoundé and Douala are imploding under the weight of heavy industrialization, dense traffic and acidic air while other parts of the country havent seen even a bicycle. Yaounde and Douala continue to extend in unbalanced development while other towns and villages remain stanant. Ten years back we had BIYAM ASSI which later extended to MENDONG and now SIMBOCK which has merged with MBANKOMO and perhaps to BOUMNYEBEL in the next few years. In Douala, we had PK10 but now we have up to PK18. A few years back we had the VILLAGE neighborhood which later extended to NYALLA, then YASSA which is threatening to link up with EDEA. On the WEST end we had BONABERI which has extended to join with DIBOMBARI then extended right to BEKOKO which will soon join SOUZA.
No one can easily tell you where Yaoundé and Douala end physically, except administratively. I visited a childhood friend who hopped on stones and used tyres in a swamp before getting access into his shack. You find people living in creeks, marshy areas and on mountain slopes in these cities to get job opportunities. As saturated as these towns are, more and more companies keep flooding into Yaoundé and Douala as though here are no other places where companies can be built.
I ask myself if Pharaoh Ramses ever heard about DE-AGGLOMERATION and the creation of TAX HAVENS in order to balance development. There are vast expanses of lands in the NDOP plane, in MUNDEMBA, in JAKIRI, WIDIKUM, virgin forests in TOMBEL, MUYUKA and KUMBA where even the biggest companies can be built so as to create job opportunities for the indigenes to get the feeling of belonging to a nation but lo! The only sense of belonging is when administrative repression is felt or when taxes are forcefully recovered from the masses.

A few stadia were built in Buea and Limbe while that of Bamenda was abandoned at the foundation level. What do these stadia profit the common man? Do they provide job opportunities to the indigenes? How much revenue was raised during the last competition even for the government/ to what extent did the last Nations Cup profit the indigenous population? I wept when I saw pictures of the LIMBE stadium; all the billions that were wasted there to build a stadium when a company would have been built that will employ hundreds of indigenes and make their lives better. For the few enterprises that are brought from East of the Mungo, 90% of the workers are francophone. At best, the indigenes can be hired as non technical staff, gate men, cleaners or so, while the technical staff is imported from across the Mungo. FAME NDONGO himself ascertained this during an interview on state TV, that Anglophones were too DULL in technical knowledge.
For the filling stations the Anglophones stand outside in the sun in front of the fuel pumps, inhaling the stench from fossil fuels, while the francophones sit comfortably inside the well air-conditioned shops and they impose on speaking French. If you insist on speaking English they become very rude and arrogant to you.
The same reasoning goes for the few development projects that take place WEST of the Mungo;

The Anglophones watch all these with uneasy indifference as they are being colonized in their own lands.
When all companies and grand projects are situated in Yaoundé and Douala then who is dividing Cameroon?
At a time when Pharaoh Ramses is preaching Decentralization, the Government is centralizing finances.
Computerization of financial operations means centralizing finances and centralizing decision-making.

All taxes are paid electronically in a unique Treasury Account in the Central Bank that is operated by an Accounting Officer in Yaoundé. The regions have to make requests from Yaoundé for money to pay for State expenditures, even for money that is collected from their neighborhoods.

Only BIYAs SEX SLAVES in the Regions can fall for Decentralization; the self-proclaimed Elite and the traditional rulers. Good enough, the masses have understood the dirty game and disowned their elite. Next in line are the chiefs and traditional rulers who must choose whom they shall serve. Good enough one of such chiefs in Manyu who was playing the double game was hanged, while the Momo chiefs en route to Yaoundé to sell the struggle and get ministerial posts were arrested by GOD and they died miserably in a car crash. These puppets can sell their birth rights for a few coins. No one describes these chiefs better than MBELLA MOKI ( cheap articles on sale) Little wonder, these chiefs have sold everything, including the family graves, while others have connived and contrived with OKALIA BILAI and co to steal thousands of hectares of indigenous lands. When Anglophones were massacred on October 1 , we never saw any chiefs come out to denounce the killing of their subjects but when a State machine gun got missing the NWERON cult came out to issue an ultimatum in that regard. Pharaoh Ramses pays the salaries of the Mayors and of the Chiefs and he who pays the piper dictates the tune; hence the logic of the PIED PIPER OF HAMELIN is respected.

Pharaohs Government can claim Decentralization as an escape route, an improvised solutions because the government finds itself in a position of ambush and uses these tricks as a ploy to remain in control and not because the same government actually cares about the well-being of its citizens.

  2. Very good and comprehensive write up. Decentralisation will never work. The system of rule is based on central power. The 1996 constitution was made to fool as again. It is over comrades. Southern Cameroons / Ambazonia is out of that failed project called Cameroon.

  3. I agreed with most of the write up, but Cameroon is not the property of Biya. This ill man have been mismanaging Cameroon for more than three decades, but cut and run is not the answer.

If your business partner not fullfil the terms of contract instead he cheats and steal from you. What do you do? You discuss with him not so?   4. Beautiful piece by mr. Ambe and an eye opener for backers of the one and indivisible. In a related post I just received, Prince Akere attempts to set straight some terminology pertaining to this struggle. Here it is.

    Revolutionary Terminology for the Ambazonian Struggle… Because words matter.

    * Pro-Restoration… Not Pro-Independence…
    (Our Independence was already voted for on April 21, 1961 by the UN General Assembly in Resolution 1608 (XV). We’re simply fighting to eject the occupier and reclaim it. It’s already ours. Pro-Independence always sounds as if we’re still fighting to be granted independence anew.)

    * Citizens of La Republique du Cameroun… Not Francophones. Southern Cameroonians/Ambazonians… Not Anglophones.
    (Yaounde will like us to keep talking about Francophone – Anglophone, because that’s an internal Pan-CameroUn matter that negates our rights of Sovereignty. They will like the world, and some of us to believe that we’re citizens of the same country, of different linguistic and cultural orientations. A fat lie.)

    * The United Nations Trust Territory of the Southern Cameroons under UK administration… Not former British colony of the Southern Cameroons.
    (The Trusteeship Agreement of 1946 already stipulated that we were to be prepared for unconditional independence, and remained a subject of international law, not some British possession that she could play with as she felt. The UK violated international law, by handing us over to LRC, a French vassal, a territory that it did not posses, being only a Trustee appointed by the UN Trusteeship Council.)

    * Occupation and Annexation… Not discrimination, marginalization or any of that.
    (LRC will like us to be talking about such things, centering on the form of state like federalism and decentralization, all Pan-CameroUn concepts. That’s what we call a straw man, a trick that’s meant to refocus our attention from the root causes of this conflict… Occupation and Annexation.)

    * Restoration, Liberation or Resistance Forces… Not rebel or separatist forces.
    (We’re fighting to restore the statehood of the Southern Cameroons/Ambazonia, resisting the Occupation and Annexation of our country, therefore we’re not some rebel or separatist movement breaking away from an entity we were legally part of. We’re Freedom fighters, and must always be seen as such.)

    This list is not exhaustive, therefore comments and suggestions are welcome. Our struggle must be presented in the proper context to the international community, because our arguments are based on international law.

  5. In the end I am still trying to really figure out what Ambazonians will do these Beti thieves for the pain and suffering that they have inflicted on our people as a result of their foolishness to satisfy the ego of this maniacal blood thirsty thug call Biya.
    Just because the french leeches saw them as the weakest link in post independent Africa as a way to use them to exploit others, today they unapologetically have no shame to champion stupidity in its most barbaric form. Whao!!, what a pathetic group of people.
    Talking of Owona, that is a special case in itself.
